Expert meeting and round table discussion "ICTs in higher education in CIS, Baltic and Central Asian States: state-of-the-art, challenges and prospects for development"


In order to strengthen national capacities of Commonwealth of Independent States (CIS), Baltic and Central Asian States in higher education development by means of information and communication technologies (ICTs), IITE started the project aimed at studying the legal, political, pedagogical and technological aspects of ICT application in higher education in the region.

Upon official applications to the Ministries of education and National Commissions for UNESCO in CIS, Baltic states and Central Asian (Armenia, Azerbaijan, the Republic of Kazakhstan, Kyrgyzstan, Tajikistan, Belarus, Russian Federation, Ukraine, Latvia), the leading experts on ICT usage in higher education were identified and engaged into the country report development on the use of ICTs in higher education in the country.

Following the intention to discuss the country reports, developed by the national experts and to be included to the Analytical Survey "ICTs in higher education in CIS, Baltic and Central Asian States: state-of-the-art, challenges and prospects for development", and with the purpose of promoting policy dialogue, IITE in cooperation with Saint-Petersburg State University of Aerospace Instrumentation organized the meeting of experts. The meeting was carried out within the International Forum "Information-communication technologies and Higher education - priorities of modern society development" which took place in the period of 26 - 30 May 2009 on the board of Cruise ship "Vessarion Belinsky" that performed a wonderful trip from Saint-Petersburg along the Neva and Svir rivers, Ladoga and Onega lakes.

In accordance with agenda, participants of the expert meeting presented reports on state-of-the-art, challenges and prospects for development of ICT application in higher education in their countries. Upon the results of presentations and round-table discussions the participants adopted the resolution of the meeting with key suggestions on further project development.

Among the participants there was Alexey Skuratov who made a report about the Project ICT4UM, goals, tasks, participants and activities.
